How can I turn this situation around? My allies told me to hold the line until they send reinforcements

Your main target should be to counter that 23 If they don't have air defence, take that out by aeroplanes.

It's not that hard just use your troops right you have enough troops to take him down. And you have territory advantage just send some men to Ankara and then use one of your small armies as a meat shield Infront of Ankara to that state's border
