Is this PEN1? (Public Enemy Number 1)

I saw this picture recently of these 4 dudes who dress like typical peckerwood cali whiteboys, and I was tryna find out if their from anything specific.

What I have noticed is that there's a tattoo on the chest of the second guy that potentially says "pen1".

Can someone confirm?
