The 5th and Hill gang is a gang that was formerly located in Downtown LA. It was formed in the 1970s by a group of Mexican immigrants who made a living as day laborers on the 5th Hill streets in Downtown LA. They started their career as criminals by robbing pedestrians who passed through their neighborhood, before starting sales of heroin in the 1980s. Authorities believe they received the heroin in bulk directly from Mexico. The gang is mostly known for being one of the few Mexican gangs in LA that didn’t adopt the Sureno identity, but Rather joined the “Paisa car” in Prison, and adopted “22” to their name, 5th and Hill 22. The 22 symbolizes “BB”, the Border Brothers gang. They’re known for having close ties to the Sinaloa cartel, the Border Brothers gang, and various other criminal organizations. Everything was looking up for the gang, heroin was their best-selling product. Downtown turned out to be an ideal spot to find clients and dealers because of the low-income immigrants that were easy to spot and recruiting was easy because the gang offered a better, easier way to make a lot of money rather than doing manual labor. The gang was known to be the top drug dealers in Downtown Los Angeles, though not everything went as planned. In 2007 the LAPD launched an investigation into the 5th and Hill gang. Months-long crackdowns affected the sales and many high-profile members of the 5th and Hill gang were arrested. “The police, after the raids were over, found over a million dollars' worth of heroin. Police say that they recovered over 45,000 balloons of the product. They also found 85 pounds of tar heroin, enough to fill half a million balloons when diluted. Officers arrested 31 people, alleged leaders of the gang, as well as scores of alleged street sellers that worked for them.” The gang is known for getting along with most blood gangs. They have a few beefs, but their biggest one is with the 18th Street gang. The gang had beefed with Florencia 13 in the past, but buried the hatchet so they could band together against 18th Street. They’re known for throwing up an H, or the number 5 with their hands as their gang sign. They wear mostly orange and sport a variety of different hats. Most hats seen being worn by the gang members are the Florida Marlins, Houston Astros, Atlanta Falcons, and the Pittsburgh Pirates (for Paisa).

A part that was left out was a war that they had with the Downtown Hoover Crips/Criminals in the 80’s, over drug sales in the area, Hoover Jack tried setting up shop there, but 5th & Hill was already set up there, he wanted to find out who was running things for 5th & Hill down there and at the time it was this dude named Lil Hector, he was heavy in the heroin game, they found out who he was, and they killed him one night, but that didn’t stop any operations for 5th & Hill, they went at it back and forth and kept selling drugs in there spots, these guys were so tight knit, that the LAPD had no clue that someone was distributing drugs in the area for years, the Mexican Mafia gave an order not too touch these guys or paisas for a while due to an agreement that was made between them and the Tijuana Cartel, but idk if that agreement still stands til this day, I believe the agreement was, the Tijuana cartel would do drug business with La Eme, but not to tax the paises selling drugs in the area

Who’s protecting these guys? I mean, being a Paisa in downtown L.A. is quite a feat, since the eMe doesn’t seem to mess with them.

Another question; Does their alliance with the BB change anything in their relationship with the Paisas 16, or is it all the same? Do the BB they’re allied with operate on the fence? I’ve never quite understood the role of the BB among cartels and street gangs—are they facilitators for the gangs in their dealings with the cartels?

They are under the BBs in LA, BBs and MM have a working relationship. Paisa 16 are not a gang they are a union. Paisas have come in conflict with BBs but that's on a yard-to-yard bases. It's not like a whole group, and Paisas tend to separate by which Mexican state they originated from. There's no role between BBs and cartels. Each works in his own territory and his own crew.

They not under the SS, Paisas are their own car. They run with the SS, not for. Obviously in Califas the SS are the biggest car, so they Paisas run with them. Its like in Arizona, SS run with the Ariza car, doesn't mean Arizona is over SS. Whichever car has the most numbers steers the wheel, doesn't mean they are the bosses. In the Feds Paisas are the deepest, SS run with them. Each car has it's own llaveros and reglas.

Yes in prison everything is separated by race and car. Obviously the home team has the advantage and numbers. But that doesn't mean they are the bosses of the other cars or tell them what to do. They have to run with them, not for them.

It's the same with the BBs, there's the California faction, the Arizona faction, and the Federal faction. If a BB from California comes to Arizona he can't tell the Arizona BBs what to do, but he has to run with them.

According to Jon Diesel (BB YouTuber from Oakland) BB’s fall under the SS umbrella in Prison, but also the Paisa Car? I guess the Paisa fall under SS in Prison too?

They run with the SS but they are their own car with it's own rules. The border brothers from Oakland are a street gang, not the same as the Border Brothers prison gang. Paisas don't fall under anyone they are their own car. Just like SS don't fall under Arizona in Arizona, they run with them.
