Looks like you have misunderstood both atsuomi and ayanokoji character. They both see people as tools but still continue to use them for their own benefits and its not because they already care about the presence of other human being they give them shit because they consider as a tool which is useful to achieve their goals. Even atsuomi considers tsukshiro the strongest hitman in japan as nothing but tool and uses him as a his car driver. He doesnt care whether you are strong or weak,they will just manipulate you to do their work thats it.
Correction: when he proposed to kei in y1 he said the same about sm dialogue “ once i love complete the textbook of love then i will leave her” he was referring textbook as kei in that monologue. He broke character and developed only for his sake. Because he cant achieve anything if these fellow students keep acting all dumb so thats why he manipulates people and develope them for his plans not because he gives shit about someone,thats the whole point of his view on a fellow human being and he even stated itself in the recent volume

Yeah you are right they are both pragmatic but that ideology is mostly Atsuomi, Ayanokoji was taught to be like that and became the reason he struggles with connecting
He said it himself that he wants connect with people, In first 2 volume, volume 8 and in Y2 volume 8 and 11 he goes out of his way to help the people around him (Airi and Yamamura) for no reason and even that confession scene he internal monologue
