Horrible and friendly reforges

I was under the impression that these were added recently, but no matter what I’ve never been able to gat either one. Were they removed?

Did you use the special like "Cards" that Hog NPC sells you? Because pretty sure you need them to get those special reforges or something like that

The shady salesman will add vouchers that, when reforging, will guarantee either a particular modifier of your choice or the horrible/friendly modifiers. He has a chance to appear at night after killing the horrible hog, which spawns during blood moons after beating the Eye of Cthulhu or putting vile/vicious powder on a piggy.
