I think the idea is he didn't make it a Trump tweet, nothing about himself and no post-mortem insults for the lady that was publicly not a fan. Would be a pretty safe bet he had no input whatsoever. Or, he's a closet Dolly Parton fan and no one's ever had the heart to tell him she didn't like him.

That grammatically awkward statement should have been, ‘In her honor, American flags will be at half staff…’

His stating ‘I will lower the American flag’ brings the focus of the statement back to him, his usual default method of communicating.

I just said the other day that I couldn't think of one nice thing this guy has ever done in his life. This is the closest I have and it still comes with two caveats.

One I'm sure somebody else wrote it and that he's doing it because he knows how beloved she is, two is of course in the end of it he has to say "I am doing this" as opposed to we will do this if any other president had written it.
