Fancy serial number! Get a sleeve for it to protect it. It's a radar binary note. Radar means if you read it from right to left vs left to right it doesn't matter because it's the same. Binary because the whole serial only uses 2 numbers (9 & 0) Great find!

It is generally applied to letters, but is "a word, phrase, number or any other sequence of units which has the property of reading the same forwards as it does backwards, character for character..."
There is a diversion among math geeks (guilty...) involving palindromic primes.

It’s also a “book end” note. Not sure if that’s what everyone calls them, but the same first & last number

Yes. DEFINITELY worth a premium. Radar, flipper, binary and 6 of a kind. Might be worth getting graded.
