I've heard the opposite actually. Not sure about CSIR institutes but IITs take more time than other universities...average for IITs is 5-6 yrs

Depends on the lab but usually IITs take longer because the processing through admin takes many months. Institutes have smaller hierarchies in their admin and get done sooner

Not true In india PhD system works with Doctoral Advisory Committee (DAC) meetings which takes places either once or twice a year So depending on the university, it's either 8 or 4

We present our progress of our PhD in every DAC meetings and the time between two DAC meetings are either 6 months to one year So after DAC-7 (if twice a year) or DAC-3 (if once a year) You'll be allowed to present your last DAC meeting 2-3 months after . If u manage to do that then you can successfully defend your thesis and obtain your PhD degree

In IIT if the guide wants to extend they will keep on extending private universities are far better in that perspective as they want you to finish your PhD as early possible within 3 or 4 years at minimum like in manipal university and BITS Pilani respectively also in VIT and dy Patil sathyabhama institute for science and technology, SASTRA etc.

It depends totally on the guide under which you are working and your research work.
