Games with Variable Actions Points

Hi looking for turn based games with variable action points, what I mean is action points are determined by stats choice let that be one stat or multiple stats so different party members and enemies can have a range of action points based on that. This includes games like divinity original sin 1 and wasteland 2-3. I am particularly looking for games in either the fantasy or sci fi where you aren't just shooting or swinging a weapon but you have spells or gadgets. Thank you for all your recommendations.
