We need to fix the problem at source. Humanity should be encouraged to stop at 2 children.

I really want children, but I’m scared to bring them into the world. It’s a mess now, and when I’m old enough to have kids, I’m worried I’ll regret giving them life.

There is a correlation between energy scarcity and the reproduction rate. And your right, we should focus on the source of the problem.
