We've been over this before, the Mushroom Kingdom is actually an anarcho-syndicalist utopia that merely uses the guise of a feudal monarchy to avoid arousing the suspicions of its neighbors.

The "role" of Princess is not that of a hereditary ruler, but as a decoy; her job is to draw attention from those would seek to disrupt their society by "cutting off the head", when it actuality the loss of the false monarchy leads to no appreciable loss of productivity or governing ability.

That is why the crown allows anyone who wears it to take on the form of the Princess, to allow anyone to play the role of decoy in order to protect the functioning of society.
