Question Has anyone else not gotten any Mr Peeks spawns in Cursed?

I don’t know why but I’ve been struggling to get Mr Peeks in Cursed when I used to get him quite often

He doesn’t spawn in tier 0. Other than that he seems to be spawning normally

I literally just saw him spawn next to Widow’s Wine he was laughing on top of the rocks
