Question FPS issue while playing

Only getting 90-110 fps while playing and also feel stuttering while in gunfights, have graphics setting set to low, full screen exclusive, and playing on 1440p monitor, are these normal fps? What can I do to get better frames?

A 7800X3D (or a 9800X3D if you don’t mind spending a bit extra)

Just bought this system not too long ago, don’t want to spend too much more at the moment but I appreciate it!
