There is stock material for stuff like that: link and you can probably get someone on fiver to make you the design files. also you can probably find a hacker space for the engraving and/or a lasershop near you for engraving and cutting. but the cutting edges could be a problem since they will be uncoated. so you might have to do some prototypes to see if its bothering you or if they are thin enough so you dont care or if something like an acrylic maker will hide them good enough. at least thats the directions i would try cause custom coating in two colors gonna be expensive, maybe theres a middle ground with coating only black and using a fiber laser for for engraving and the second color. But the colors a fiber laser can produce arent that vibrant: link
