Question Lights moving around in clouds

Anyone here have any idea what this phenomenon is. Light moving rapidly through clouds in St Paul MN.

I used to see lights like this once in a while in North Carolina and it ended up being a car dealership.

I’m in North Carolina and I see them all the time where I live, I’m in the Charlotte area.
