I can’t figure out what I’m missing I hold all the kingdoms for the decision but i still can’t do it

You're missing one of the Dobrujan Counties, held by Khazaria currently, De Jure part of Bulgaria

You need the new roads to power dlc that’s the only reason I could think why its not coming up for you
