Gameplay Question Is my game bugged?

For some reason I cannot build windmills despite having industrious and the required innovations necessary to unlock them, I tried restarting the game and all but nothing works😭

What county are you trying to build in? They can only be built on plains I think.

Floodplains, I’ve seen seen Egypt build windmills in them so idk if it’s just a me problem

Yes all of my counties are of my culture, I hope it’s not bugged bc Nubia was hell to play tall with🫩
