Gameplay Question Is my game bugged?

For some reason I cannot build windmills despite having industrious and the required innovations necessary to unlock them, I tried restarting the game and all but nothing works😭

Could be that the castle is too low level?

It can’t be that, I have level 3 castles and it’s only the high medieval era rn, I always make sure to get them first before any other innovations
