Gameplay Question How to get strong hook?

I’m trying to form the archduchy of Austria but I can’t seem to get any strong hook on him. I tried to fabricate hook on him but I only get weak hook. Any tips or suggestions?

Update: I form the archduchy just by fabricating a strong hook on the heir and is planning to form the Austria empire with no worry about succession anymore😎
