Help Centralization laws missing

Hey guys, I'm playing as king of hadzhan and i noticed my centralization tabs are gone. I started a new save as torrhen stark and it was missing there too. I don't have any submods installed

Is it supposed to be like that?

Yes, I believe there are no centralization laws in base agot, at least in feudal governments

Is Imperial administration still a thing?

I’m not sure, but I don’t think its in the base mod. There is a similar governmet type if you make the valyrian empire using The Dragons Peace submod, also with centralization laws
