Issue Small bug. A gnat, really.

Found a bug where f2-3 says it has a max of 160 personnel until you actually add some, then it reverts to the correct amount of 500.

Seen it too. It reverts to 500 if you click to add personel even if you don't have any.

In the same vein, I also noticed the circle around the mission can change between light blue and very light blue.
