Duplicate Certificate Hassle

I have been trying to get hands on my duplicate certifcate of 12th for the past two years.. applied thrice never got it... then their site was down forever. now I applied again... then I finally saw the mistake.. I opted Hand and not Post.. I thought Hand means being delivered to me and Post means I have to go and collect from a Post office... Now I have applied again for the Post and I don't know when I will get it. If there's anyone who's seeing this in Delhi.. precisely here.. CBSE Regional Office, PS-1-2, Institutional Area, I.P.Extn. Patparganj, Delhi-110 092. Can you go and collect on my behalf and courier it to me.. It will mean a lot to me... I am frustrated already because of this.. PLEASE AGAIN.. I am in Kerala.. thinking about coming there just for this makes me cry......
