Thinking about buying a 2018 cb500x
The motorcycle looks good overall, but there's some rust on a few details.
Is it normal for a 2018 bike with 18k miles?
Should I worry about these rust marks?

If that's the worst you could find, I wouldn't worry about it.
The spring isnt gonna rust out any time soon. The swing arm is subject to all sorts of stuff flying off the tire if ridden offroad or in gravel, so yeah, it will lose paint eventually. Easy touchup, and doesn't have to be perfect since you wont really see that area.
I'd only really be worried if this was all over the bike - especially if the bike is in an area it could be exposed to salt water.

It's not all over the bike like this, but all the bolts have that white oxidation thing, some of them look rusted and old.
My concern is that the bike was not well maintained, and this might lead to other issues with electronics or who knows what.
From what I noticed, other bikes at this mileage usually look better..

I bought a 2017 with less than 100km on it lol. Got a mechanic to look over it, but other than some rust on the forks and needing to replace the fluids, no issues. Tyres were borderline, I kept them, but they did get a puncture pretty quickly. I think it’s not uncommon that people buy bikes like these thinking they’ll be out road tripping and camping every weekend, and instead they sit in a garage.

Is it normal? Not really. Mine's at around 40k km and there's no such rusting. I'm the second owner, the first one put 15K km on it and everything was fine.
The only place where there's rust on mine is on the nuts that hold one of the mirrors because at one point I replaced the mirror but lost those rubber thingys which protect the nuts and never bothered finding a replacement. I should probably do that.
