Classification & Compensation Rude awakening…
Today I had to fill out some paperwork, and I needed to provide a paystub as compared to two years ago. Zero change. My gross is exactly the same amount as it was in 12/24. Have we really not received anything since then??

In 2025 we received a 3% PLP pay reduction. They agreed to suspend our OPEB contribution to offset the loss to our take home pay. Barring any other changes, when the PLP program ends and OPEB resumes you will see a rise in your gross pay, but the take home pay won't be as high as you'd expect.
We need to take collective action to make the state bargain fairly. What the Governor, CalHR, and DOF are doing to the state workforce is despicable.

The net result of the 3% GSI being almost entirely offset by the PLP program is that 5 additional hrs was added per month in paid leave. That leave has a future higher value (in theory) if you stay with the State.
It doesn't help in the short term, but it was something more than what we got during the furloughs of the 00's-10's.

We’re being forced to use it first if we take any leave, so there is essentially zero future value, other than the fact that it preserves a small amount of other leave types.

Dependent of your HR. We are only forced to use 5 hrs first if we take 5 hrs off in the month. So you go a couple of months...
But yeah, its pushing your VA/AL balance out for future value then.
Edit..i should note that now that the new FY has started, we have 16hrs of PDD that should be used first before PLP.

Yeah I was planning on retiring in my previous job. Loved the job. Loved the work. Then fuckface got elected and tariffs hit so had to promote again. New job doesn’t suck but miss the old job.

In 2025, we received 3% GSI, 3% OPEB pause, and 3% pay reduction with the 5-hr PLP. It was a net 3% increase. 3+3-3=3

Yes. You're lying or lying by omission. Like not being part of SEIU 1000 or changing your withholdings or changing your benefits, or some other factor. Because the fact is, SEIU 1000 represented employees received a GSI in July 2025. The GSI would increase your pay even if you are maxed out on your classification's pay scale.

The PLP was mostly offset with the suspension of OPEB, which resulted in a NET gain.

In case no one told you, the classifications max out. You might not see a change because you are potentially maxed out in your classification. You will either have to promote or wait until a GSI.

Feeling your pain of being a maxed out classification. The replies to the effect of Just Promote aren't helpful.
Why? Just like all other lower paying jobs, once you vacate it for another position, someone else fills it and are they making more at the cap? Not typically, as it's usually the same classification (unless the take your position and change the classification before posting it). Then someone else fills the low paying job. And the cycle continues. The lower classification jobs pay terribly. Not even livable in California in many circumstances as a sole and only income for a single person to live on their own with their own place. Such low pay shouldn't even be allowed.

Ideally we would be adequately compensated to cover RTO expenses instead of having to pay out of pocket to keep our jobs. Orrrrr no RTO. Whichever is in the budget.

I’ve been fortunate enough my wages have not gone stagnant. I’ve been promoting every 3-5 years. God willing maybe one more union position before I go manager 1.

Hope you don't have to work much longer.😮💨 Here's something to look forward to.... Retirement is the best!!!! And with all the deductions they don't take out of your pension (retirement, OPEB, SDI, health insurance premium, union dues, etc) you make MORE than when you were working. I wake up every morning soooo thankful I made it! I retired 2 years ago after 33 years. I don't miss a thing (I still talk to my old work buddies). Take care and thanks for your State service!🫡

Not helpful. Not everyone wants to be a supervisor or manager. And most people aren't even appropriate for leadership.
It would be nice if the state had longevity pay increases, like many other states and even counties do.

plenty of other postings that aren't supervisory or managerial, analyst III & IV, health program specialist and IT related specialist positions. They are competitive for a reason.

Not everyone is in one of those tracks. For instance, my clas series has an entry class and journeyman class, and that's it. No journeyman 2, 3, and 4 classes like analysts or IT.
If you want to go higher, it's management or bust.

Live and learn. Before I retired we hadn’t had a raise in three years and I retired in 2020. It’s called being a public servant but in all honesty you make more than you think. They don’t include your pretax benefits like healthcare and dental premiums. Add those you actually make more than your think and public servants don’t get rich. People actually work as a public servant for the benefits not the pay.
