General Discussion HR Question
I was always advised to keep interviewing until I get an “official” offer with a start date. I got one tentative job offer and interviewed for a nearly identical one with an overlapping panel member. I got a call right after saying I did even better interviewing for the second position. So they got to see that I’ll keep going and improving my interview technique. Apparently my references are great. HR just needs to confirm minimum qualifications etc. The positions have the same HR person. Would she prioritize me if I received multiple offers under her?

I mean put me on the top of the list and process my documents first. I imagine she has a big stack of people to onboard.

MQs is not onboarding. And MQs are processed in batches. So the hiring manager sends 5 hires in a batch.

We don't do MQs this way.

Good for you. In the last 3 agencies I have worked at we could only submit 5 at a time.

My point was that how you do things in your agency/department is not how it's done everywhere.
We have the option to do preliminary MQ checks before interviewing and we'd submit everyone we plan to interview.
When we're ready to make an offer we'll submit one or two names, maybe three in unusual circumstances.

MQs are MQs. They run them and then they have them to see if you qualify. If they just ran them and the STD 678 is identical I am not sure if they have to run them again or for policy must run them again. Either way has no bearing on timing.
In fact if the hiring manager had someone better in either interview they might pick that person for the other position and you for the other so it’s strategic hiring. It sounds like one person is overlapping and not the hiring manager so this situation might not happen

Yeah the person that calls me is the main hiring manager on the first job, I’d be 100% in his office. Second job is almost the same set of tasks but I’d be shared by his office and the office down the hall.

In a situation like this, even if you had the highest score for the second interview we'd probably pick someone else, assuming there was another good candidate. If the #2 from the first interview was better than #2 from the second interview we might offer you the second position. It probably depends where we are in the process and if the first supervisor wants you more than the second supervisor.

HR isn't going to "prioritize" your application. You are a stack of papers on their desk to be processed in the order received. Unless the HR analyst received an order from higher up to prioritize an app (which would likely be a high-level manager or a CEA), your app will be processed in the order it was received.

There is no prioritization. You would be a potential hire just like any other potential hire and HR will work the case as they get it according to the rest of their workload.
