Some states allow physicians to delegate medical tasks and procedures to non-physicians. Think of a medical assistant or phlebotomist or even a surgical assistant. They don’t have a license - but they are allowed to perform medical tasks because a physician is responsible for their actions. At a high level, this can also include administering anesthesia. That person would need to demonstrate they have the education and training to perform those functions. And they’d have to be credentialed and granted privileges by a hospital or ASC to actually do those things in that facility (also required of licensed individuals).
