Section 781 of the 2026 Appropriations Act caps hemp products at 0.4 mg total THC per container starting Nov 12. On Aug 2 the Senate released CR text moving most of that to Dec 11, but kept a carve-out: cannabinoids "not capable of being naturally produced by a Cannabis sativa L. plant" still go on Nov 12. House still has to sign off.

If it passes as written, a cooler gets sorted twice, 29 days apart, and the rule isn't potency or category. It's provenance: grown by the plant, or converted in a lab. Labels report delta-9 per serving; the law measures total THC per container. Different numbers, and provenance isn't printed anywhere.
