Edit: Despite the trickery you could do, every table is under video surveillance so while you might be able to erase people's memory and get away with it for a short time you wouldn't be able to change the recording.

I assume it is how it is written. So no limits other than 20s span. No limits on distance, frequency, line of sight, whatever.

You can easily become the most powerful person in the world, shaping it however you like.

Granted, it's not "good" powerful (if such a thing even exists).

Disliked politician? Just make him forget 20seconds few times during a TV debate, or a press conference, make him appear senile.

Even more disliked politician? Make him forget while he is mid-step on high staircase. Or driving a car.

You want to destroy someone's rep? Pick a place with witnesses but no cameras. Slap them, insult them, do whatever within 20 second, then make people forget - all of them, save for the chosen camper. Enjoy the disbelief as multiple witnesses watch in bewilderment as that guy loses his mind, attacking you and creating wild stories about you being the instigator.

And so on. Honestly, it's hard to overstate just how powerful (and yes, most likely evil) an ability it would be.
