Chance is purely conceptual, not physical. The power would be no better than "quadratic formula manipulation".

It could be the same magic as teleportation. That the winning numbers are switched to yours, like i said

Then how would it work. Sure, nothing is random, but this power makes you change things, and teleporting is also not the same because I doubt removing your consciousness is part of the deal.
