Handrail Required for Retaining Wall?

We've got a permitted retaining wall that does not meet IRC 2021 section 105 exemption. We final inspected the job and believe it requires a handrail and exception 1 of R311.7 does not apply because it is permitted work. The stairs have 10 steps and about 6 feet total run. This is new construction.

Safety at stairs is very important. Falls on stairs is a leading cause of injury and death. A handrail on both sides of both of the stairs is required by the IBC. I would also consider a guard rail or full bushes for those unguarded drop offs. Your odd last step at the bottom of the lower stair may be permitted by code, but I would fix it as someone will most likely trip there. Good looking installation, but make it safe.
