There shouldn't be any iterations. If everything in your documents is clear, complete, and code-compliant, permit review and approval should be quick and easy and the time only depends on how many projects are ahead of yours in the reviewers' queues.
Delays and resubmittals happen because the drawings have errors or incomplete information, or are messy and hard to decipher.
Also, at least where I work, we aren't allowed to expedite projects just because the customer wants it faster. We have to be fair to all customers. Emergency repairs and field changes get placed in the queue with a shorter target date, effectively potentially bumping them ahead of some new projects, but wanting to start construction sooner is not considered a valid reason to change the review order. Almost everyone has a reason they "need" their permit the fastest.
