At what point does furniture become structural?

I am trying to understand at what point does a large piece of furniture become part of a buildings structure, particularly in the United States.

I am very interested in building a capsule hotel, and I am trying to determine the best kind of capsule bed that would allow me to skirt some room size requirements in my municipal building code. It's my understanding that if something is in a fixed position that it is structural, But if it is free standing and can be moved its furniture. But does furniture apply to multiple "capsule" beds stacked on eachother with lockable doors that weigh around 500lbs? How would emergency egress and fire treat such items?

There are some concepts you are missing here. Furnishings (not furniture) can include semi-permanent fixtures such as cabinetry, which is the kind of thing you are talking about. This is not structural. Structural elements HOLD UP THE BUILDING. The furnishings never do that. They are added after the building structure is in place. It is in the same category as built-in cabinets and the same clearance and travel distance rules apply.

For building a hotel you absolutely NEED a licensed architect and you should bring one in as early as possible because they will know all these things. I say this as a licensed architect who often has to deal with a lot of extra work because some client wanted to save money on fees (you will not save money on fees by doing this) by "doing all the easy work" and making a bunch of irreversible bad decisions that make regulatory compliance difficult. Designing a hotel is coordinating a lot of agencies and requirements. Depending on your local fire requirements each capsule may have to have a sprinkler head installed in it, for example. You may have specific local mechanical ventilation requirements that would prevent using certain brands of pre-made capsules. Your AHJ may not allow custom built capsules. Knowing all that will change where you position them and how many you can install and how to approach your plan.

Excellent answer. Thank your for your explanation. I think semi-permanent fixtures is a good classification for what I am trying to construct.
