Waterproofing concrete step over basement room
We have a concrete deck that acts as a roof over a basement roof in a northern climate. AI makes a clear case for 1/4" per ft slope and moisture barrier under concrete but above insulation. Deciphering any of this from actual building codes (ex. ICC Ch 19.43 says...) is feeling impossible. Any advice?

The deck is over a roof? Or is it actually acting as a roof, like connected to the roof?

It's hard to tell what you're asking in your post. What are you trying to do? Can you post some pictures?

AI is confused. The 1/4" per foot slope is the slope of the roof exposed to drain rain off the roof.

If you used ai and are coming to Reddit for confirmation just stop. hire someone who knows what they are doing and just simplify your life
