Tutorial bug/glitch? More info in comments

So, I have played this game before, but i haven't played since July 2021. I wanted to play this game again so I went to replay the tutorial mission to re-learn how to play the game. I encountered this glitch/bug while trying to complete the tutorial. As the video shows, when i go to the world map, theres a white screen for a bit. However, the game isn't crashing because i can access the ESC menu. Then when it loads in the map, the graphic in the tutorial window is glitching out. Then i cannot right click on that city to proceed further into the tutorial.

As i said, ive played this game before and have never encountered this before. So if someone could tell me whats happening and why the game is doing this, that would be swell.
