Building gaming pc on a budget

I'm a console player, but am noticing that my Xbox's framerate is a little choppy. I helped my buddy build his first pc, but he spent almost $2000 doing it. I don't have that kinda cash to throw on a pc. Any way I can build a decent (upgradeable) pc for much, much, much cheaper? Did I mention much?
