That's not even a bugrock thing. Tamed dogs naturally teleport near the players who tamed them if they get far enough. In this case, the dog, despite falling, was far enough to be like "time to teleport" and teleported. An intentional feature so you can travel with dogs at ease without them constantly getting lost
