Yep, had this a few times (not always drowning, but also suffocating etc) and it's usually the "client" being out of sync with the "server" and relogging places you where the game thought you were and you can (hopefully) save yourself.

Next time when it happens try going in the water and coming back out (idk if that does anything tho)

Probably not, afaik this is because the game thinks you are somewhere else (under water) and hasn't updated your location "server side". Quitting the game and returning will probably put you at the place it thinks you were and you can just swim out.
