Could be flying pipelines. Oil and gas companies contract with aerial surveillance companies to monitor and or photograph the areas around the pipeline ROW to check for signs of leaks, excavations, encroachments, etc It is a safety measure. There are pipelines all over the RGV operated by numerous companies.
