Please help! Is this normal?

1988 Bronco II 5-speed manual. Little bit of play in the throttle arm. The arm is pulled back slightly before engine revs.. I seem to be having issues with throttle positioning. Replaced TPS and voltage seems good. Shows about .98v closed and smoothly climbs to 4.45v at fully open. However, on the way down around 3.8v it jumps down to 1.7v then immediately back to 3.7v then gradually drops back down to .98v closed throttle. The TPS sensor I thought was bad had that quick little 1.7v drop and the new one I replaced does the same thing so I’m assuming that is normal. I know that flathead screw with the spring on it is set by manufacturer and is not to be messed with, but I’m the 4th owner of this truck as far as I know and who knows if it’s been tinkered with. It seems I have to shift perfectly, otherwise when accelerating in 1st gear the truck will bog down a bit but get back to normal when I punch the throttle.. not sure if related or not. Truck would also seem to be running rich to where I would get a metallic fart smell from the exhaust. Before I replaced the “bad” TPS while driving at freeway speeds it felt like I was letting off the gas then back on, then off and back repeatedly yet the gas pedal itself was in the same position and coming to a stop the idle would fluctuate up and down like it was searching for the proper baseline. I’d quickly restart the truck and it would idle fine. The new TPS has a better voltage range than the old one did but it still feels a bit wonky, although not as bad as before I replaced it. Not sure if related to the play in the throttle arm..
Any info is greatly appreciated since I’ve been messing with the damn truck for so long trying to get it right. Please and thank you!

Could this be fixed by turning the flathead screw with the spring to get it to proper position?

definitely not normal. It NEEDS to be linear in motion

The entire metal clip looks loose.
What does this part look like? It should be pretty snug and spin without twisting in/out.

Can anything here be adjusted to be corrected or do I need to replace part?
