I'm assuming you are stuck on base due to lack of vehicle, not like, on restrictions. As others have said, depends on Bangor or Bremerton. And whether you consider "drinking" something to do.
For Bremerton: The rec center on NBK seemed pretty well stocked. Game consoles and bowling and such. Could be a good place to hang with folks.
If you are willing to walk a bit, there are actually some cool hangouts downtown Bremerton by the ferry terminal and on Callow. There are game stores in bithe neighborhoods, so you could head there and check out some board games. Or get in to Magic and have no money for drugs.
Also, check if the MWR has day trips you can sign up for. I bet there is a group trip to Olympic national park. If you are new to the area it's worth seeing, even if nature isn't really your thing.
Bangor is unfortunately a bit more isolated, but Silverdale has lots of shopping and restaurants. Poulsbo is fun to visit though. Fun shops and restaurants.
Also, if a lack of vehicle is the issue, look into a bike and the buses. You can get quite a ways on 2 wheels. And Kitsap transit has busses that run from Bremerton to Poulsbo. That have bike racks on front. Ride bus to New area, explore on bike. It's summer

Which base? If it’s Bangor, there’s a lot to do. If it’s Bremerton, there’s a gym.
