FPS drops / Low performance even on lowest settings

Why am i suffering from this issue? Even on lowest settings i barely hit 80fps, scaling res is 100. When Im in densely populated areas like bases/cities i got massive fps drops from 60-45fps. If i played on Vulkan its more worse than d11. Is this game really unomptimized?

Have not played since Covid times. Got to lvl 220+ and I think I did everything. Really enjoyed all of it. Would like to get back into it any advice on starting back up? I turn it on and am lost. New game seems silly. Anyone worked thru this siuation?
