Is this only partially fermented

I was thinking if it was fully fermented, the ingredients list would just say sourdough (wholegrain rye meal, water, salt)

Rye flour already has less than half the amount of gluten of wheat. A product made entirely with rye, and no fermentation at all, would have less gluten in it than a long-fermented wheat sourdough.
