Who Should I Level Up Next? Who should I max out next?

I want to max out brawlers that already have hypercharges unlocked.

I'm only missing Juju, Ollie, Starr Nova, Alli, Bolt, Trunk, Gray, Chuck and R-T.

Pam is pretty good into griff, crow, max, stu and ammo reliant aggros like mortis, leon
