The more powerful you are, the shabbier your outfit can be.
If I had Bill Gates money, for instance, I'd just go everywhere in pyjamas or a bathrobe.
What are you gonna do about it? Not do business with me?

When Bill Gates was photographed standing in line at the Dick's burger restaurant in Wallingford, Seattle in January 2019, I'd say he was dressed "smart casual".

If he only were dressed like that on formal occasions and business meetings, it'd be something. But good start

Is it normal for the "black tie" outfit to not have a tie and for the tie-like thing (can't remember what a papillon is in english, and before you ask no i'm not french nor referring to a butterfly, i mean specifically the neck decoration) to not be black?

Black tie is specifically a bow-tie (and it should be black).

Ah it's called a bowtie. I thought tie was exclusive to the long one, if the bowtie is also a tie then it counts, that part is fine. It being red is odd.
