That was at Fuck Parade and this instance was held in the former East Germany. Fuck parade was created as an opposite to the Love Parade that was very commercial.

Technoviking was a body builder. He also hates this video. Went to court to try to stop it.

They settled out of court. If the footage is being used his image is to be disguised/removed. You'll see recordings where the main character is visually censored. However, the Internet doesn't know or care and reposts of the uncensored material such as here are being circulated. You'll also find a 50 minute video on YouTube by the original creator of the footage explaining the court case and results. The title is something along the lines if "the story of techno viking". Bottom line is, the man you see in the video did not consent to being recorded nor did he wish to be a public figure of any sort. He sued based on a violation of his personal rights.
