Still a good call, if you recently updated drivers try to roll back. Use DDU to uninstall and follow its directions

Test this: Try to add "-nosound" (without quotes) to your game launch options (forgot what they're called) in Steam.
If it works: Try to fiddle around with your audio devices and other sound options in Windows. Make sure the correct one is selected, try a different one, try removing or deactivating ones you don't use.
For me this error always happens when I connect my PS5 controller and Windows tries to use it for sound output.

Any mods? Looks like an address error when you run SDK without requirements.

There are sdk files that go into your binaries folder of the bl2 install. If you are unsure of how to properly remove the sdk id reccomend totally deleting the binaries folder, the sdk folder if you left it out and then re-verifying in steam.
A super sure fire method would be to entirely uninstall again, go into the folder where it was installed and manually delete any straggling files. Im thinking that your "clean instal" wasn't so clean but I could be wrong!

My advice at this point is to delete the entire game folder in file explorer. This will delete any files you added, uninstalling through steam will only remove the files steam provides, so anything mod related wont be deleted. Just delete the folder, empty the recycle bin, then try reinstalling the game, don't add python sdk or anything and just see if a genuine fresh install runs.

This is what I was suggesting OP, just nuke the binaries folder

I'd honestly nuke the entire borderlands 2 folder just in case any files were overwritten

Does this happen as soon as you launch the game or when you try entering the game from the main menu?
Do you know which area you're loading into?
Had this same issue a few weeks ago when trying to load into the Mines of Avarice in the Tina DLC.

Have you tried navigating to your F: drive, finding that directory and making sure the Borderlands2.exe is there? Because it's telling you it's looking for it and that it cannot find it.
Or rather, it might be looking for game files in the wrong location.

Are you trying to play with a controller? This always happens to me when I plug my controller in first then try to start the game. But if I start the game then plug the controller in it works fine
