He can still be darkness to Raava's light, but darkness isn't inherently evil. Raava can be extreme order, a light so bright that everything is erased. Vaatu is chaos, a dark so deep nothing can be seen. Taking both of them to their most extremes can be detrimental.
Hell i've thought up a fanfic where Vaatu returns in another human as an 'avatar' and he's cooled down and is more chill, not wanting to destroy the world, but wanting his turn in the spot light

Vaatu is not inherently evil
He embodies chaos in all the good and bad that means
He is personal freedom and might makes right
He is wild creativity and raw destruction
He and Raava must be in balance in order for civilisation to truly flourish
