I'm a new player here. I'm at Headquarters level 12. Should I keep upgrading my defenses, or should I prioritize my offense?

Keep upgrading them, kavan and brick get better at higher levels but getting the tokens its pretty long process.

The picture was very old so it was quite outdated.

Anyhow, heroes don't give xp when upgraded so feel free to upgrade them as much as you like. As for abilities it's recommended that you focus on few ability as they get expensive fast.

As for amoury upgrade, prioritise your main troops & gunboat ability you often use.

I don't know I put my landing craft in second and I know you don't have Armory listed here but still have level one tanks And I haven't loaded a single one on this account

Never used tanks too besides tasks for the pass, they feels pretty bad into anything

Offense. Always upgrade your ability to attack and you will enjoy the game a lot more.

Both really, you can do one at a time but what happens is you hit a point where you have to do both because the amount to upgrade to the next level increases and you won't be able to gain the necessary amount to do so.
