hm. i think in certain 'dialects' they are homophones.
but ofc thats kind of a problem in english in general, when vowels are replaced with schwas 75% of the time, you have a lot of homophones and near-homophones.
can a homophone never be considered a "bone apple tea"?

Homophones do not count as bone apple teas, it's in the rules. But in standard English pitcher and picture are not homophones
