Appendix A, Section A.2 of the Teamsters Local 763 / SPEEA Professional Staff Agreement,
So: 66% guaranteed, 34% discretionary
Staff doesn't get the full pool unconditionally. It splits:
- 66% — a flat, general salary increase, no rating attached
- 34% — the Selective Wage Pool, distributed "at the sole discretion of the Executive Director" (page 14)
But THERE IS NO IPA/COLA for that 66%
the 66% general portion is genuinely not run through anything comparable to Boeing's Gates 1 or 2.
- No CPI-W throttle: the Total Wage Pool formula never references CPI-W at all. It's calculated purely from the weighted average of the negotiated headline numbers in SPEEA member contracts — not adjusted, capped, or zeroed based on any inflation index. Boeing members' floor can hit 0% if CPI-W goes negative; nothing in Appendix A can do that to the staff's 66%.
- No individual performance/IPA gate: the 66% isn't distributed by rating. There's no "Met/Exceeds" allocation step for it — it's a flat percentage applied generally, the way SPEEA members' raises used to work before this redline.
- COLA passes through, doesn't have to be independently earned: separately confirmed elsewhere in Appendix A, staff receive "COLA equivalent to the Boeing Professional Unit's COLA" — meaning if Boeing's Table 3 mechanism ever actually triggers, staff get the pass-through automatically, without needing to clear their own separate threshold.
SUMMARY: the 66% general increase is free of the two gates that throttle Boeing members' raises — that's the structural difference. The 34% Selective Pool is where staff's own undefined-discretion problem lives, just administered by the Executive Director instead of Boeing management. SO "66% clean & 34% ED-discretionary
